Thank you for contacting me regarding the National Flood Insurance Program and its effect on your flood insurance premiums. I appreciate the time you have taken to inform me of your thoughts on this issue. Constituents, including members of your group and others, alerted my office to the effect the Biggert Waters legislation enacted in 2012 had on my constituents locally. While the intention of this legislation was to turn around a program that was $25 billion in the red, your advocacy helped me and my colleagues in Congress understand the hardship the legislation placed on you and I appreciate your efforts to inform me. Thanks in part to your stories, I voted in favor of H.R. 3370, the Homeowner Flood Insurance Affordability Act of 2014. Among other revisions and modifications to Biggert Waters, this law repealed FEMA’s authority to raise flood insurance rates at the time of property sale, capped premium increases, and ensured that homes and businesses that were built to code and later remapped into a higher risk area will not receive rate increases as a result of the remapping. I am also aware of the delays with the Indianapolis North Flood Damage Reduction Plan. My staff has kept me informed of the situation and your concerns and I wanted to update you on our next steps. Soon I will be meeting with Mayor Ballard and representatives from the Department of Public Works to review the situation and will encourage them to resolve the matter of the placement of the final phase of the flood wall/levee as quickly as possible. In addition, my office is also in the process of scheduling a meeting with the commander of the Army Corps of Engineers and I will explore ways to assist in moving the project along.
